The capital stock is the amount of preferred and common shares that an organization is allowed to release, which is supposed to be done under its corporate charter. Only an organization can issue capital stock, and it is also the biggest share number that can ever be released. The amount can be seen on the balance sheet in the shareholders` equity section of the organization.
